The County of Riversides Human Resources Temporary Assignment Program (TAP) seeks to fill a Temporary Insurance Billing Clerk to support the Patient Account Billing Department in Riverside.

The Medical Billing Clerk performs specialized clerical work related to hospital facility billing and insurance processing. Responsibilities include verifying insurance coverage, reviewing patient accounts for billing accuracy, preparing and submitting claims to third-party payers, obtaining and following up on authorizations, resolving denied claims, and maintaining accurate billing records. The position may also communicate with patients, insurance companies, and internal departments regarding billing and reimbursement matters.

The ideal candidate has hospital facility billing experience and knowledge of billing requirements for Medicare, Medi-Cal, Managed Care, Commercial, and other government payors. They understand authorization processes, retro-authorization submissions, and claim denial follow-up. Candidates should be detail-oriented, goal-focused, proficient in Excel, and possess strong verbal and written communication skills with a commitment to excellent customer service.

This position requires the ability to review billing and insurance information, identify and resolve routine issues independently, and provide accurate and timely support to medical billing operations. More complex or unusual issues are referred to a supervisor for guidanc e.

Work Schedule: First 90 days training 5/40 - 7:30a-4pm Monday-Thursday 7a-3:30p Friday / Regular schedule 9/80 M-F with rotating Friday off

Verify medical insurance coverage following established procedures; Access computerized account files to obtain or update information and data.

Prepare billing information to third party intermediaries for services rendered or for fees or other related charges; Enter standard or coded data from forms or documents into computer terminal.

Type a variety of numerical or alphabetical data which may include requisitions, claims, or reports; Review all patient accounts to verify the accuracy of information and make any required changes for proper billing purposes.

Review patient insurance forms and cards for completeness and accuracy as required by medical assistance programs and private insurance carriers for filling and payment.

Contact patient's medical insurance carrier to obtain authorization for treatment and to verify eligibility and coverage.

Respond to requests for account information from patients concerning status of account, patient liability and general billing procedures.

Check and correct account or numerical records for arithmetical errors or proper coding. EITHER I

Experience: One year of experience performing financial, statistical, or fiscal record keeping work, including billing. (Medical billing experience is preferred but not essential.)

OR II

Experience: Two years of clerical experience, one of which involved making arithmetical computations of performing some financial, statistical, or fiscal record keeping and billing work, preferably medical billing; One year of the non-specialized experience may be substituted by either:

Completion of 18 semester or 27 quarter units from a recognized college in secretarial sciences, business education or a closely related field.

OR

Completion of 369 hours of training from a recognized occupational training program in secretarial science business education, or a closely related field.

Knowledge of: The basic methods, practices, and terminology of fiscal clerical work including general billing methods, procedures, and techniques; general clerical auditing and verification techniques; the application of a computer to automated accounting systems.

Ability to: Understand and apply basic billing procedures; identify routine billing errors; differentiate between various billing procedures and methods; determine appropriate applications of various billing procedures; perform basic arithmetic computations rapidly and accurately and post the results on accounting records; organize work to meet prescribed deadlines; operate automated keyboard equipment; follow oral and written directions.

Desired experience/education above the minimum requirements:

High School Diploma

Medical Billing Certificate preferred

Hospital billing and / or collections experience in Hospital setting at least 3 years

Preferred experience with Epic patient accounting system
